Window replacement in Apache Junction, AZ: a 1990s housing stock, thirty years on
Apache Junction's median home was built in 1994, and 46.2% of its 21,961 housing units went up in the twenty years between 1980 and 1999. Two thirds of the city — 14,606 homes, 66.5% — predates 2000 entirely.
If your house is from that stretch, the glass in it is very likely an early double-pane unit, and early double-pane units do not fail the way single panes do. They fail at the seal, quietly, and they keep looking like windows the whole time they are doing it.

The owner-occupancy figure is the one worth pausing on. At 79.1%, Apache Junction has one of the higher homeowner shares in the Valley — a long way above Tempe's 42.3%. Most people reading this page can actually authorise the work on the house they are reading it about, which is not true everywhere.
⚠️ One thing about Apache Junction that changes the answer
Apache Junction is in Pinal County, not Maricopa County.
That matters more than it sounds. Everything we have verified and published about reroofing permits — for Phoenix, for unincorporated Maricopa County, for Mesa, Gilbert, Chandler, Surprise and Scottsdale — is Maricopa County or Maricopa city guidance and none of it governs your house.
A bidder who quotes you "the county requirement" without saying which county has not checked. Ask the City of Apache Junction directly, and ask your bidder to put in writing which jurisdiction they are pulling the permit from. We are not going to state a permit position here, because we have not verified one for this city and inventing one would be worse than saying nothing.
What 1990s glass is doing now
A window built in 1994 is very likely a double-pane insulated glass unit with an aluminum spacer around the edge, and that spacer is the part on a clock.
Peer-reviewed testing of insulated glass units found edge sealants show six to eight times more permeability at 60 °C than at 20 °C, that "sunlight is regarded as the most important aging factor on IGUs," and that over seventy weeks of accelerated testing aluminum spacers leaked more gas than non-metallic warm-edge spacers did. Gas loss raises a unit's U-factor by up to 32%.
Read that in a place where roof-level summer temperatures sit well past 60 °C for months and the arithmetic stops being theoretical. A sealed unit installed here in the mid-1990s has had thirty summers of exactly the condition that testing identifies as the primary aging factor.
When the seal finally goes, moisture gets into the cavity and stays there. It shows up as permanent haze or streaking between the panes that no amount of cleaning touches, because the surfaces are on the inside. It cannot be repaired — the sealed unit has to be replaced. Our intake data says this is what people here actually report. Across 472 Phoenix-area homeowners who told us what their frames are made of, about 60% — 281 — have metal, 161 of those are twenty-plus years old, 75 are still the windows the builder installed, and 83 reported fogging between the panes.
If your frames are aluminum
On a 1980s Apache Junction house they very often are, and federal guidance on the material is blunt: "metal or aluminum window frames conduct heat very rapidly, which makes metal a very poor insulating material", and such frames "should have a thermal break — an insulating plastic strip placed between the inside and outside of the frame and sash." A great many Valley windows of that era do not have one.
To be fair to the material, the same federal page calls metal frames "very strong, light, and almost maintenance free" — which is exactly why a forty-year-old aluminum frame here is usually still square and still operating. If someone tells you your aluminum frames are "shot," go and look at them, because they very often are not. The problem is thermal, not structural.

If your frames are early vinyl
The mid-1990s is when vinyl started appearing in volume in this market. Early vinyl is a different conversation from aluminum — the frame is not conducting heat the way metal does, so the sealed unit and the coating carry more of the argument. The roof on a 1990s house
Thirty years in, the original roof is at or past the point where the question is worth asking — and on a tile roof, the tile is almost certainly fine while the underlayment beneath it is the actual question.
Nobody can tell you when yours is due, because no manufacturer publishes a service life for roofing underlayment at all. We checked five. Phoenix is a tile market — tile outnumbers shingle roughly 6.4 to 1 in the Mesa permit record, the only hard published evidence we could find — and the two systems fail differently, with only one of them offering a mid-life lift-and-relay: tile vs shingle in the Phoenix climate.

How to date your own windows and roof
Windows. On a double-pane unit, check the bottom corner of the glass for an etched date on the spacer — on a 1990s unit there frequently is one, and it is the most reliable dating evidence you will find without opening anything. A manufacturer label on the sash edge or jamb gives you the product line, which tells you whether a glass-only replacement is an off-the-shelf match or a custom order.
Roof. From the ground, look along the eaves and rake edges for exposed felt that is curling, brittle or torn. Check the fascia for dark streaks. Inside, a stain that only appears after a long rain and dries invisible is the classic underlayment signature.
What to ask anyone bidding the work
- Which elevations are you finding failures on, and did you actually walk them?
- Is the frame thermally broken? On an aluminum frame of this era this is the first question, not the fifth. If it is bare aluminum, new glass in the old frame is treating the symptom.
- Glass-only or full window, and why for this specific opening? On a 1990s unit with a sound frame, a glass-only replacement is sometimes the honest answer.
- Spacer type — non-metallic warm edge, or metal? This is the part that failed last time.
- U-factor and SHGC in writing. ENERGY STAR Version 7.0 sets the hotter-zone bar at U ≤ 0.32 / SHGC ≤ 0.23, and federal guidance says low SHGC is the priority in warm climates.
- Retrofit or full-frame, stated explicitly. On a stucco house this is one of the larger swings on your quote.
- On the roof: lift-and-relay or tear-off, and the assumed tile breakage rate.
- Which jurisdiction is pulling the permit — Apache Junction is in Pinal County, and a bidder quoting Maricopa County requirements is quoting the wrong county.
- License number, checked — glazing is R-65, roofing is R-42. What that number protects and what it does not. Ours is ROC 364596.
