Window replacement in Chandler, AZ: the twenty-year band

Chandler reads almost identically to Peoria on paper, a couple of years newer. The practical difference is the mix: with 65% owner-occupancy against Peoria's 76%, a larger share of Chandler's stock sits with landlords, which changes who is making the call on a given street.
What actually changed between 1990 and 2009
Three things, and they are the whole basis of a sensible conversation with a bidder.
Glazing count. By 1990 double glazing was standard in Valley production housing. That part did not change across the band.
Coatings. Low-emissivity glass went from an option to a default over this period. The federal description of what it does is straightforward — low-E coatings "reduce energy loss by as much as 30% to 50%", and spectrally selective versions "filter out 40% to 70% of the heat normally transmitted." A 1992 Chandler window may have none of that. A 2007 one probably has some.
Spacers. This is the one nobody mentions and it is the one that fails. Most builder-grade units across the entire band used metal spacers. Research on insulated glass units found that over seventy weeks of testing, aluminum spacers showed more gas leakage than non-metallic warm-edge spacers.
So the honest framing for a Chandler house: if your windows are fogged, that is a failure and replacement is the fix. If they are clear but early-band, you are considering an upgrade, and the case for it rests on the coating numbers rather than on anything being broken. Both are legitimate. The failure sequence, briefly
It starts at the edge of the glass, not in the frame.
Edge sealants exhibit six to eight times more permeability at 60 °C than at 20 °C, and the same peer-reviewed work names sunlight "the most important aging factor on IGUs due to its thermal and photochemical effects on the edge seal." Once the seal is permeable, the fill gas leaves and moisture enters. The desiccant absorbs what it can, then saturates. That is when the haze appears between the panes — and by then the measured thermal loss is already there: gas loss can raise a unit's U-factor by up to 32%.
Aluminum frames make it worse by cycling the assembly daily, because "metal or aluminum window frames conduct heat very rapidly," and much of the early band is aluminum-framed. Our intake quiz of 472 Phoenix-area homeowners found about 60% reporting metal frames.
Hardware is the last stage. On sliding doors, the industry durability specification AAMA 906-21 tests rollers through 10,000 cycles under load — a door opened eight times a day passes that in roughly three and a half years, which is why a dragging slider on a 1997 house is a maintenance fact, not a defect. Roofs, and the Chandler permit rule worth knowing
Chandler is one of the more precisely worded jurisdictions in the Valley on reroofing, and the wording matters to you.
Under Chandler's adopted 2024 I-Codes — applying to plans submitted on or after 1 July 2025 — the city added its own reroofing exemption, permitting replacement where the roof covering classification is "equal to or greater than the existing". For a single-family home the governing line is IRC §R105.2 item 11, which exempts "Replacement of a roof cover where the replacement roof covering classification is equal to or greater than the existing roof covering classification and does not increase the loads upon the structural frame." (The parallel IBC §105.2 item 14 adds a Group R-3 or U occupancy qualifier.) Note what that turns on: classification, not material. It is a slightly different test from the same-material language used by Phoenix, Maricopa County and Surprise, and it is the kind of detail a bidder should know without looking it up. Verify your specific scope with the city; do not accept a permit charge you cannot see a code basis for.
On the roof itself: for most Chandler homes the covering is not the issue. Underlayment is, and what the industry publishes about it is thin. No manufacturer we checked — Polyglass, GAF, Owens Corning, Tarco — publishes a service life for roofing underlayment. They publish warranties and maximum exposure windows: Polyglass's tile-specific product carries a two-year warranty with a 180-day maximum exposure limit. The one piece of longevity guidance anyone offers is the NRCA's rule that underlayment should match the covering's anticipated service life, published in 2005 and now twenty-one years old.

How to date your own windows and roof
Windows. The spacer strip between the panes, at the bottom corner of the glass, often carries an etched month and year. The sash edge or jamb usually carries a manufacturer label. If you can see bare metal continuously from inside face to outside face, there is no thermal break. Hold a flame or a bright point source at an angle to the glass and count the reflections — four means two panes, two means one.
Roof. From the ground, check the eave and rake for felt that is exposed, curling or brittle; look for slipped tiles in a run; look for dark streaking on the fascia. Inside, a stain that appears only after prolonged rain is the classic underlayment tell. On a house this age, the original build documents may name the roofing system directly.
What to ask anyone bidding the work
- Which year was my house built, and what glass package did that builder specify?
- Am I fixing failed units or upgrading working ones? A bidder who will not distinguish is selling urgency.
- U-factor and SHGC in writing. ENERGY STAR Version 7.0 sets the hotter-zone bar at U ≤ 0.32 / SHGC ≤ 0.23, and federal guidance is that low SHGC is what matters in a warm climate.
- Spacer type — metal or non-metallic warm-edge.
- Full-frame or retrofit, in writing, with the reason.
- Roof: lift-and-relay or tear-off, and the assumed tile breakage percentage.
- Underlayment product by name and its published warranty term.
- Permit under Chandler's equal-or-greater-classification rule — required or not, and who pulls it.
- Labor warranty separate from product warranty. A manufacturer's warranty does not cover labor.
