What moves your number here is how many units have genuinely failed, because in a stock this age the answer is usually "some, not all," and the difference between those two words is most of the quote.
First, the thing half the industry gets wrong in print
Gilbert is a town, not a city. Its legal designation is the Town of Gilbert, and the Census Bureau records it as "Gilbert town, Arizona." Its building rules are published as the Technical Codes of the Town of Gilbert.
That is not pedantry, and it is not a branding preference. It is the name of the jurisdiction whose code governs your roof, and a contractor who writes "City of Gilbert" on a permit conversation is telling you how much local work they have actually done.

Why a 2003 house can still have failed windows
Insulated glass does not wear out the way a roof does. It fails chemically, and heat and sunlight set the pace.
The peer-reviewed finding is specific: edge sealants exhibit six to eight times more permeability at 60 °C than at 20 °C, and "sunlight is regarded as the most important aging factor on IGUs due to its thermal and photochemical effects on the edge seal." The same study found aluminum spacers leaking more fill gas than non-metallic warm-edge spacers, and measured gas loss raising a unit's U-factor by up to 32%.
Builder-grade units installed across Gilbert in the 1990s and 2000s are overwhelmingly metal-spacer units. So the honest expectation for a 2003 Gilbert home is not "your windows are due" — it is that a subset will have failed, usually on the west and south elevations first, while the north side is still fine. Anyone quoting a whole-house replacement without walking the elevations and telling you which units have gone is quoting a product, not a job.

- Frame cycles daily. Aluminum is the worst offender — federal guidance calls metal frames "a very poor insulating material" and says they should have a thermal break.
- Edge seal becomes permeable under heat and UV.
- Fill gas leaves; moisture enters; desiccant saturates.
- Haze appears between the panes. The thermal loss preceded it.
- Hardware wears — and on sliding doors the industry durability specification AAMA 906-21 tests rollers to 10,000 cycles under load, which a door opened eight times a day reaches in about three and a half years.

The roof: mostly not due, and the Town's permit rule is structural
For a median-2003 stock, most roof coverings are still well inside their service life. What we cannot tell you is when the underlayment is due, because no manufacturer publishes a service life for roofing underlayment — we checked Polyglass, GAF, Owens Corning and Tarco. What they publish is a warranty and a maximum exposure window: Polyglass's tile-specific product carries a two-year warranty and a 180-day maximum UV exposure limit, and GAF's synthetic underlayment "resists UV degradation for up to 180 days." Those describe how long it can sit uncovered during construction, not how long it lasts under tile. The only longevity principle anyone publishes is the NRCA's, that underlayment should match the covering's anticipated service life — from an article written in 2005.
So the useful Gilbert position is: do not buy a roof on age alone here. Buy one on evidence — exposed felt at the eaves, slipped tiles in a run, staining, or an interior leak. Gilbert's permit rule is worth knowing because its trigger is structural, not material. The Technical Codes of the Town of Gilbert, 2020 Edition §10-31, adopting the 2018 IBC and IRC, exempt "Re-roofing not requiring a structural change" under IBC §105.2 item 14 and IRC §R105.2 item 14. How to date your own windows and roof
Windows. Check the bottom corner of the glass for an etched date on the spacer — 1990s and 2000s units usually carry a month and year, typically within a year of the build. The sash edge or jamb carries the manufacturer and line, which decides whether a glass-only unit is still available for your frame. On a house this age, that question is often worth asking before you price full replacements.
Roof. From the ground: exposed, brittle or curling felt at eave and rake; slipped or cracked tiles in a run; dark streaking on fascia. Inside: a stain that appears only after prolonged rain. And on a 2000s home, your original closing documents frequently name the roofing system and the underlayment outright — that is the best record you will get without going up there.
What to ask anyone bidding the work
- Which specific windows have failed, and how did you determine that? Elevation by elevation.
- Is a glass-only replacement available for my frames? If the answer is no, why not.
- U-factor and SHGC in writing. ENERGY STAR Version 7.0's hotter-zone bar is U ≤ 0.32 / SHGC ≤ 0.23, and federal guidance says low SHGC is what matters in warm climates.
- Spacer type — metal or non-metallic warm-edge. This is the question tied directly to why the originals failed.
- On the roof: what evidence says it is due? Not what year the house was built.
- Lift-and-relay or tear-off, and the assumed tile breakage percentage.
- Underlayment product by name and its published warranty term.
- Permit under the Town of Gilbert's structural-change test — required or not, and who pulls it.
- Labor warranty separate from product warranty. A manufacturer's warranty does not cover labor.
