People conflate the two constantly, and it leads homeowners here to assume their windows are older than they are and contractors to quote as though they were.

Two communities, two build eras, one common mistake

Sun City West began in 1978, two miles west of Sun City, and had reached 31,000 residents by 1997. So the whole community is younger than the median home in Sun City. Everything downstream of that — the glazing technology, the roofing systems, the electrical, the plumbing — is a generation apart.

One honest caveat before anyone builds a sales pitch on it. The ACS records 3,642 Sun City West units as built between 1970 and 1979, even though the community did not open until 1978. Year built in this survey is reported by whoever fills in the form, and in a community of this age some of those answers are recollection rather than record. We will not publish that 1970s figure as a finding, and if a contractor quotes you a "1970s Sun City West" statistic, that is where it came from and it does not survive contact with the founding date.

At 88.1% owner-occupied, this is as close to a pure homeowner market as the Valley gets. Nobody here is waiting on a landlord to decide.

What a 1980s build era means for windows

Late-1980s Valley homes are the awkward middle. Many got early double-glazing — a real improvement over what Sun City received — but almost all of it sat in aluminum frames with aluminum spacers, and that combination is exactly what the research says ages worst.

What it means for the roof

A roof installed around 1989 has been through more Arizona summers than the products were warranted for by a wide margin. Normal maximum temperatures for the Phoenix area run 103.9 °F in June, 106.6 °F in July and 104.5 °F in August, with sunshine averaging 86% of possible — and even that is from a 1971–2000 period of record, which we flag because it is stale.

The covering is usually not the issue. The underlayment beneath it is, and here is the uncomfortable fact: no manufacturer publishes a service life for roofing underlayment. We checked Polyglass, GAF, Owens Corning and Tarco. What they publish is a warranty and a maximum UV-exposure window — Polyglass's tile-specific product carries a two-year warranty and a 180-day exposure limit. The only real guidance is the NRCA's principle that underlayment should match the covering's anticipated service life, published in 2005 and twenty-one years old now.

If your tile is sound, the work is a lift-and-relay rather than a tear-off — tile off, new underlayment down, sound tile back. Sun City West, like Sun City, is a census-designated place rather than an incorporated city, so unincorporated Maricopa County code governs. The county exempts "roof replacement or re-roof with the same type of material as the original roofing" from permit. Verify scope for your address; do not accept a permit charge on a same-material reroof without seeing the requirement in writing.

How to date your own windows and roof

Windows. Look for an etched date on the metal spacer strip visible between the panes at the bottom corner of the glass — 1980s and 1990s units frequently carry one. Check the sash edge and jamb for a manufacturer sticker. Two panes plus a bare aluminum frame with no visible plastic thermal break means you have the exact combination described above. One pane means original single glazing, and it is older than the median.

Roof. Stand back and look at the eave and rake: brittle, curled or exposed felt is underlayment failing, whatever the tile looks like. Slipped tiles in a line, staining on the fascia, or an interior stain that only appears after a long soaking rain all point the same way. Then dig for a reroof record before assuming the roof is original — an 1989 home may well be on its second underlayment already.

What to ask anyone bidding the work

  1. Is the existing glazing single or double? A bidder who has not looked has not measured the job.
  2. Full-frame or retrofit, stated in writing, with the reason.
  3. U-factor and SHGC off the NFRC label. ENERGY STAR Version 7.0 sets the hotter-zone bar at U ≤ 0.32 / SHGC ≤ 0.23, and federal guidance is that low SHGC is what matters in warm climates.
  4. Spacer type. Non-metallic warm-edge is the direct answer to the failure above.
  5. On the roof: lift-and-relay or tear-off, and the assumed tile breakage percentage.
  6. Underlayment product name and its published warranty term — not "premium underlayment."
  7. Labor warranty separate from product warranty. A manufacturer's warranty does not cover labor.
